  * new upstream version (0.99.4)
  * offer user chance to baseline the package list (i.e. run defoster -q)
    at pcms-install time
  * added missing prerequisite make
  * updated prequisites to depend on the eatmydata library package but
    not the eatmydata command package (this is an attempt to work around
    BTS#906927 and BTS#781485).
