size command should be invoked for one thing in the DATA_PATH 
at a time, otherwise I'll have to make the size config entries

'etc' directory needs to be installed. It can be empty, but it
should be installed.

the state directory - STTDIR - where the tape library list is
should definitely be created.

Even if this directory exists, if the library file doesn't exist
then no error is produced (ok, no output either).

'backup -d 10 -m dione' produces some info only after appearing
to make the same calls several times. It appears to be looping
over all data hosts or something. Is this really right?

log files are world readable, tape capacity info in tapes.ffd isn't. this
is the wrong way round.
